SONOMA COUNTY LIBRARY

WINDSOR REGIONAL LIBRARY ADVISORY BOARD ZOOM MEETING

Tuesday, January 11, 2021

CONVENING: 4:00 p.m.

Present: LAB members: Mike Neely, Alys Hay, Jennifer Alvarez and “D” Graner. Windsor Library Commissioner Deborah Doyle; Acting Branch Manager Vicki Chavez; Library Division Manager Sarah Vantrease; Town Council Representative Debora Fudge and Sonoma County Library Commissioner Sam Mulford. Absent: LAB Member Dafne Cruz.

Announced Vicki Chavez is now the Windsor Library Acting Branch Manager.

APPROVAL OF MINUTES: October 2020 minutes approved as presented.

LIBRARY DIRECTOR’S REPORT: Curbside service has increased since expanding hours. Tutor.com is very popular. Take & Make crafts is now being offered. Commission meeting is scheduled for tomorrow to approve contract for the new Roseland Library improvements.

LIBRARY COMMISSIONER’S REPORT: Now have a full complement of commissioners. Sales tax and property tax are both higher than expected. State money is also higher than expected, including broadband. Assemblymember Cecelia Aguiar-Curry has submitted a constitutional amendment for a lower percentage of voters to needed pass public infrastructure and housing proposals. National relief bill does not include libraries, but it is possible for libraries to take advantage from other parts of the bill. Nearly finished with the 2018/19 audit, then will go immediately into the next audit.

BRANCH MANAGER’S REPORT: Hours were expanded November 9, 2020. New hours: Monday and Tuesday 12-7, Wednesday through Saturday 10-5. Returns still accepted only on Friday and Saturday; hope to expand soon. November - 1159 curbside pickups, 3882 items checked out, over 7500 items checked in; December - 1184 pickups, 3793 items checked out, over 6000 checked in. Had a virtual coffee in November. Handed out 50 Take & Make craft kits. Adult book groups meeting on Zoom. StoryWalk was on Town Green, but is now down. Winter Reading challenge will continue through January 31. Promoting “Send Our Seniors Mail,” Mock Caldecott contest and virtual LumaCon. The staff is working hard.

TOWN COUNCIL LIAISON REPORT: The Town will conduct a special election May 4 to fill the fifth council seat (25 applications were received). Moving ahead with the roundabout at Windsor Road/Windsor River Road and have approved an art project for it. Shell station will be torn down, including pulling out the tanks, then reconstructed. Chevron is also being remodeled. Will eventually have an overcrossing from the Hampton Inn, over Highway 101 and terminating between the gas stations. Vintage Oaks (387 residential units) is now owned by Matrix banking firm due to bankruptcy. Civic Center project is scheduled to come before the council in February or March for second iteration of the design. Financial work won’t be done until late summer or fall; will then determine whether to move forward. SMART Train is still scheduled to extend to Windsor the end of this year, but a law suit is in 3rd iteration and cannot access $40 million as long as the suit is going on.

FRIENDS OF THE WINDSOR LIBRARY REPORT: Continue to meet monthly on Zoom. Donations from last fall are being sold online and still getting a small income from those sales. Newsletter was mailed to members in November. Membership renewals for 2021 are coming in.

DISCUSSION ITEMS: Discussed ways to reach citizens who are not current library users and/or do not have Internet access. Suggested a flyer being sent to Windsor Service Alliance and to the school food program for distribution. Discussed more use of social media, including Next Door. Will add an action item to the next agenda, deciding how to use the $500 outreach funds.
