WINDSOR REGIONAL LIBRARY ADVISORY BOARD

TUESDAY, OCTOBER 12, 2021 4:03 P.M.

Held Via Teleconference (Computer or Telephone)

1. CONVENING & INTRODUCTIONS

Present: Alys Hay, Pam Arnold, “D” Graner, Mike Neely, Town Council Liaison Esther Lemus, Library Commissioner Deborah Doyle, Library Division Manager Sarah Vantrease, Branch Manager Phil Hoeft,

Not present: Jennifer Alvarez

2. PUBLIC COMMENTS: None

3. APPROVAL OF THE MINUTES OF THE PRIOR MEETING: Minutes of the April minutes were approved as presented. There were no minutes for the July meeting since there was not a quorum.

4. REPORTS & UPDATES

4.1. TOWN COUNCIL LIAISON’S REPORT: Halloween Trick or Treating trail on October 30th, expecting 1000 children; had a successful season of music on the Town Green; exploring campaign contribution limits; in the process of possible redistricting; discussion of at-large election for Town Council members and of Mayor’s seat being appointed as was done historically; Windsor residents are doing a great job of conserving water during the drought. McClelland Hotel was approved some years ago and is proposed to be built next to McDonald’s; the Civic Center plan has received an extension of the ENA; a special election for open Town Council seat will be held April 8th.

4.2. LIBRARY DIRECTOR’S REPORT: Roseland Library opened last month; BiblioBus is here; have guidelines now for in-person programming; library commission approved a policy that all staff and volunteers for Friends of the Library must all be vaccinated or be tested once a week; library is starting its Facilities Master Plan process

4.3. LIBRARY COMMISSIONER'S REPORT: The library has a new Sebastopol Commissioner, Fred Engbarth; historic records have been removed from Los Guilicos to a location near the airport; a new chief financial officer and chief development office are joining the senior management team; request that people call elected national officials to promote the need for federal funds for libraries.

4.4. BRANCH MANAGER'S REPORT: Teen Services and Children’s Services Librarians are doing outreach at local schools; Windsor unified School District now has access to the student loan card so every student can used the library with their student ID number; Adult Services Librarian has been continuing with book discussions; will be developing partnerships with local organizations, BiblioBus tour for staff, Friends, LAB, local officials will be November 2nd; number of patrons in the library, checkouts and check-ins are increasing; library is really packed during after school hours.

4.5. FRIENDS OF THE WINDSOR LIBRARY REPORT: Third and final 2021 farmers’ market book sale will be October 24th; quilt raffle will be November 18th, quilt raffle sales total $576 so far; newsletter will go out the end of November; need donations of fiction books.

5. DISCUSSION ITEMS

5.1 RECRUITMENT OF NEW MEMBERS: The mother of a possible teen LAB member has been contacted; Deborah volunteered to help with contacting organizations and advertising the need for LAB members and FoWL members. Phil will follow-up on a suggestion for a possible new adult LAB member.
