Windsor LAB Special Meeting

August 20, 2024 @ 6:00 PM

1.    CONVENING & INTRODUCTIONS

Present: Eleanor McFarlin, Judy Gerstle, Mike Neely, and Vin Mahraj, 

Others present: Deborah Doyle and Phil Hoeft

2.    PUBLIC COMMENTS

None.

3.    APPROVAL OF THE MINUTES OF THE PRIOR MEETINGS 

Members reviewed minutes from prior meetings. Gerstle moved, Eleanor seconded. Approved. Mahraj abstained from January meeting because he was not present.

4.    DISCUSSION ITEMS

4.1.  CONVERSATION WITH WUSD TRUSTEES     

Mahraj updated the LAB regarding his conversation with WUSD. Feedback was that students were struggling with standardized testing. Tutoring at Library could help. For disadvantaged students transportation is an issue. Met with Paul Cogorno. 

Neely provided overview of previous efforts to tutor at Library – Homework Help.

Hoeft provided update about upcoming meeting with Assistant Superintendent – September 28th.                                   

      4.2.  BYLAWS CHANGES AND FOLLOW-UP

Neely presented the proposed bylaws. Discussion about membership terms. Separating out information for youth members. Making youth term two years; regular members three years. Clarified wording of what constitutes a quorum. Discussion of role of secretary and clerk. 

Neely to make changes. Hoeft to distribute with draft minutes. 

      4.3.  IDENTIFYING DATES, LOCATIONS, AND EVENTS TO PROVIDE  

     OUTREACH

McFarlin reached out to Presbytyrian church. Annual event takes place in May. Food and Clothing Drive. 

      4.4.  BROWN ACT CLARIFICATION AND POTENTIAL FOLLOW-UP

Discussion about who and what is allowed to meet. Discussion should not be taking place in email. Hoeft to request clarification from Library regarding when members of the LAB may send information. Hoeft to check with Maes re: Brown Act cheat sheet. 

      4.5   LAB CALENDAR FOR ORGANIZING YEARLY PLANNING

Neely to draft template calendar for next meeting.

      4.6.  MEASURE W - INFORMATIONAL UPDATE

Doyle gave LAB an update about Measure W, which is a renewal of Measure Y. Major change is that the renewal is not for a 10 year term but approved until repealed by voters. Library Yes on W committee is forming.

      5.2    FINAL APPROVAL OF BYLAW CHANGES

Tabled until special meeting, to be scheduled in September.
